Elias A. Mugisha is a Private Secretary to H.E the President of Uganda on matters of Public Sector Infrastructure at Statehouse where he has served for the last 13years and responsible for overseeing the Nation’s flagship Infrastructure Investment portfolio.

He is also an Infrastructure Planning Technical Advisor to the Board Chairperson of the National Planning Authority (NPA) and responsible to consolidate all infrastructure plans across the National Development Plan.

He also serves as a Technical Assistant to the Chairperson of the Project Steering Committee (PSC) for both Karuma (600MW) & Isimba (183MW) Hydro Power Plants at Uganda Electricity Generation Company Ltd (UEGCL) and responsible to coordinate and to monitor both projects.

Elias holds a Bachelors degree in Civil Engineering & Environmental Technology and an MSc in Construction Management from Birmingham University.

Over the years he has developed a good understanding of the Infrastructure planning, economics & development and the political climate in Uganda, the investment opportunities and understands the needs for UK companies interested in investing in Public sector infrastructure projects in Uganda.
