UK Convention’s Flashback: HE Joyce Kikafunda on Food Security and Nutrition in Uganda

Joyce Kikafunda, one of the few female Professors in Uganda, is a Professor of Food and Nutrition Sciences at Makerere University, Kampala, Uganda where she worked for over 20 years. In 2012, Joyce was appointed Uganda’s Ambassador Extraordinary and Plenipotentiary to protect and promote Uganda’s interests in the UK and Ireland. She took up her new position in July 2013. Joyce graduated with a First Class BSc in Agriculture from Makerere University, Uganda in 1976; MSc in Food Science and Technology from the University of Saskatchewan, Canada in 1979 and her PhD in Food Science and Nutrition from the University of Reading in the United Kingdom in 1996. She is well known for spearheading the establishment of the first ever Department of Food Science and Technology in Uganda in 1989, which she nurtured and headed for over 10 years. This department has been instrumental in capacity building for Uganda and the region and because of its strategic importance for National Development, the Department was recently upgraded to a School status; The School of Food Technology, Nutrition and Bio-engineering at Makerere University.

Prof. Kikafunda has been a team leader in several national programs and projects sponsored by international Organizations such as IFPRI, FAO, World Bank, and USAID. She is an active researcher and publisher and has published over 40 articles in refereed international journals in the fields of; food science, food security, food processing, nutrition, public health and development issues. She has supervised many students at both Masters and PhD levels. She has attended many international conferences and summits.

Prof. Kikafunda was a member of the international Team that developed USAID Feed the Future Program in Uganda and the Team Leader of the hugely successful Program entitled Gender Informed Nutrition and Agriculture (GINA), a model that was significant in reducing the high levels of malnutrition among children and is now used in many developing countries. She has received many Leadership Awards among which are: USAID Award in recognition of research efforts to reduce Hunger and Malnutrition (2006); President Yoweri Museveni’s Award for Excellent Leadership in the Food sub-sector (2009); New Vision’s Women Achier of the year Award for outstanding innovations in Science and Technology (2009); Gender Equality Award (2010); Outstanding African Scientist of the year (2011) and many others.

Prof. Kikafunda has served on the Boards of Uganda National Council of Science and Technology; Uganda National Agricultural Research Organization; Uganda National Bureau of Standards and the Uganda National Food and Nutrition Council. Prof. Kikafunda was a founder member of the Uganda Action for Nutrition (UGAN) of which she was its President for 8 years. She has played an active role in the CGIAR Gender and Diversity Program on African Women in Agricultural Research and Development (AWARD). Prof. Kikafunda has represented Africa on the International Rice Research Institute (IRRI) Board of Trustees for the last 6 years (2009-2015).

UK Convention’s Flashback: Delegate urged Hon. Cecilia Ogwal Urged to stand for Presidency

Cecilia Barbara Atim Ogwal, commonly known as Cecilia Ogwal, is a Ugandan politician, businesswoman and management consultant. She is the Member of Parliament for the Dokolo District Women’s Constituency. She has been a member of Uanda’s legislature, continuously since 1996.

Background and education

She was born in Dokolo District, Northern Uganda, on 12 June 1946. She attended local schools in Uganda. In 1967, at the age of 21, she was admitted to the University of East Africa in Nairobi, (it is now known as the University of Nairobi), to study for he degree of Bachelor of Commerce. She graduated from Nairobi University in 1970. She also holds the Certificate in Human Resources Management from what was then called the Institute of Public Administration, but is now known as Uganda Management Institute. She holds two other certificates; one in Christian Based Values from the Haggai Institute, Singapore, and the other in Public Private Partnership (PPP), from Australia.[1][2]
Career

From 1979 until 1980, she worked at the Uganda Embassy in Kenya, as the Liaison Officer for Returning Ugandan Refugees. From 1980 until 1981, she worked as the Operations Manager at the Uganda Advisory Board of Trade. In 1982, she was one of the founders of Housing Finance Bank, working there until 1984. She served as the Chairperson of Uganda Development Bank, from 1981 until 1986.

She became involved in Uganda’s politics, serving as the Acting Secretary General of Uganda People’s Congress (UPC), beginning in 1985 until 1992. In 1994, she was part of the Constituent Assembly which drafted and promulgated the 1995 Ugandan Constitution. She remained a high-ranking official in the UPC political party until 2004. During the 2006 parliamentary elections, she lost her Lira Municipality seat to Jimmy Akena, the son of UPC founder Milton Obote. In 2011, Cecilia Ogwal contested and won the Women’s Representative seat for the newly created Dokolo District. This time she switched political parties and ran as a member of the Forum for Democratic Change party.

UK Convention’s Flashback: Hon Cecilia Ogwal on Dual Citizenship bill

Conditions for dual citizenship are detailed in the Uganda Citizenship and Immigration Control (Amendment) Act 2009. All Ugandans who lost their Ugandan citizenship by way of obtaining citizenship of another country can now reacquire their former Ugandan citizenship. Ugandans who desire to acquire citizenship of another country can also do so without losing their Ugandan citizenship.

A citizen of Uganda of eighteen years and above who voluntarily acquires citizenship of another country may retain the citizenship of Uganda subject to the Constitution (of Uganda), the Citizenship and Immigration Act, and any law enacted by Parliament.

A person who is not a citizen of Uganda may, on acquiring the citizenship of Uganda, subject to the Constitution, the Citizenship and Immigration Act and any other law enacted by Parliament, retain the citizenship of another country.

Currently, the Embassy does not process Passports or Certificates of Citizenship for Ugandans who are applying for dual citizenship. Applicants should submit their applications to the Directorate of Citizenship and Immigration Control, Kampala.
